Spriggs, 61, State Bar of Texas Card No. 00792853, signed by the Evidentiary Panel 13-2 of the District 13 Grievance Committee of the State Bar of Texas on October 28, 2019. The panel found that Spriggs violated Texas Disciplinary Rules of Professional Conduct 1.01(b)(1) (neglect), 1.03(a) (failure to communicate), and 1.15(d) (failure to return an unearned fee).
